This tutorial was written for those 
that have a working knowledge of PSP.

Supplies Needed:
PSP 9 (any version will work)
Tube of choice - I am using a tube that was released for Comic Relief for a limited time
I used artwork by Suzanne Woolcott - she is no longer selling tubes
Scrap kit Goodbye Bella by Vicki you can purchase it from her blog here
Font of choice - I am using Waterbrush Rob
Let's get started

New canvas 700 x 700 flood fill white

Open up the frame (element 34) from the kit-resize by 80%
Copy and paste onto the canvas-using the magic wand
Select inside each of the rectangles-selections-modify-expand by 2.00
Open up paper 16 from the kit-copy and paste onto the canvas
Selections-invert-hit delete-move the paper below the frame layer
Add drop shadow 0, 0, 40, 10.26 black to the frame layer

Open element 31 from the kit-resize by 80%
Copy and paste onto the canvas-arrange in the centre
Drop shadow 0, 0, 40, 10.26 black

Open up your tube of choice-copy and paste this onto your tag
Rename this layer tube1-arrange in the centre of your tag
Duplicate the tube layer-rename tube 2
Move tube 2 layer below the ribbon (element 31)<
Back on to tube 1 layer-erase some of the tube so it looks like the ribbon is wrapped around her

 

Open element 13 from the kit-copy and paste onto your tag
Move the feathers so its behind the tube

Copy and paste the love wordart from the kit-resize by 80%
Copy and paste onto the tag-rotate left by 90
Arrange as above-add above drop shadow

Open element 15 from the kit-resize-copy and paste onto your tag 
Arrange bottom left of your tag-see tag above
Repeat drop shadow

Add element 30 to your tag-resizign as desired
Arrange bottom right of your tag-repeat drop shadow

Using a font of choice-I am using Waterbrush Rob
Add your name-arrange where desired

Crop and resize your tag if needed-add proper copyright info then save your tag as .png
