This tutorial was written for those 
that have a working knowledge of PSP.

Supplies Needed:
PSP 9 (any version will work)
Tube of choice
I used artwork by Elias Chatzoudis
If you would like to use his artwork please visit his store here
Scrap kit by Nit Wit Collections Or a scrap kit of choice
Scalloped frame by Yvette you can download from our blog here
Font of choice - I am using 'Alex Brush'
Let's begin<bR><br>
Open up one of Yvette's scalloped frames-resize by 80%

New layer-flood fill white-move this layer below the frame layer

Using the magic wand-select the outer part of the frame-the part with the shapes on
Choose a paper from the kit-resize-copy and paste onto the canvas
Selections-invert-delete-select none-dropshadow 0, 0, 30, 3.00 black

Repeat for the inner part of the frame

This part is optional-I drew out 2 thin circles and placed around the inner part of the frame
This is up to you tho

Using the magic wand-select inside the circle-selections-modify-expand by 2.00
Choose a different paper from the kit-resize-copy and paste over-selections-invert-delete-select none
Now add your tube of choice and arrange in the center of the tag
Dropshadow 1, 1, 40, 4.00 black

Open up the ribbon cluster from the kit-resize-copy and paste onto your tag
Arrange to the left of the circle-erasing any excess-repeat dropshadow

Add anything else from the kit that you like-I added some wordart, flower and button ribbon
But this is up to you
Above dropshadow to any elements you add

Using a font of choice add your name to the tag

Crop and resize if needed

Add proper copyright info then save as .png
