This tutorial was written for those that have a working knowledge of PSP 

 
Supplies Needed:

 
PSP 9 (any version will work)
Tube of choice and a close up 
I used artwork by Ismael Rac

Buildings, sparkles and lips from Vicki's Shes A Star kit which you can purchase from her blog here - kit no longer available 
Template #94 by Rachel you can get this from her blog here
Font of choice - I am using FFF Urban, Waterbrush Rob & Times New Roman

Filters used
MuRas Meister - copies
Eye candy 4000 - Gradient Glow

Lets get started

Open up Rachel's template-close off the watermark layer

Rotate the template-right by 90

 
Select the split circle frame layer-selections-select all-float-defloat
New raster layer-flood fill with #1dc0ef-adjust-add/remove noise-add noise

Selections-modify-expand by 2.00-new raster layer-flood fill with #ffffff
Add drop shadow to this layer 1, 1, 40, 4.00 black

Repeat the above for the frame layer but flood fill with #fe91c0

Using a pixel font of choice-I am using FFF Urban-add the words 'Hot In The City Tonight'
Objects-align-center in canvas-convert to raster
Effects-plugins-MuRa's Meister-Copies

 
Close this layer for now

Select the half circle bottom layer-selections-select all-float-defloat
Flood fill with #fe91c0-open up the text layer we just did
Selections-invert-hit delete-change the blend mode on the text layer to overlay

Repeat for the half circle top layer

Open up the building element from Vicki's kit
Copy and paste onto your tag-arrange as above
Using the magic wand click inside the centre of the buildings
Open up your close up of choice-copy and paste-arrange over the selected area
Selections-invert-hit delete-duplicate-adjust-blur-radius 3.00
Change the blend mode to soft light-select the original close up layer
Change the blend mode to luminance (L)-lower the opacity on both the close up layers to around 30

Copy and paste your tube of choice-arrange this to the right of your tag
Duplicate-adjust-blur-radius 3.00-change the blend mode to soft light
Select the original tube layer-add drop shadow 0, 0, 40, 10.26 black

Copy and paste the sparkle from the kit-arrange over your tube

Open up the lip element from the kit-resize-copy and paste onto your tag
Arrange as above-add above noise settings

Using a font of choice-I am using Times New Roman
Add the words 'Hot In The City' convert to raster
Add above noise settings-arrange as above

Using another font of choice-I am using Waterbrush Rob
Add your name-arrange as above

Crop and resize your tag if needed-add proper copyright info then save your tag as .png
