This tutorial was written for those that have a working knowledge of PSP

 
Supplies Needed:

PSP 9 (any version will work)
Tube of choice
I used artwork by Ray Leaning
I purchased this tube when he was at MPT - as far as I know I don't think he is selling his artwork anywhere!
Purrfect Scrap Kit which is a freebie you can get it from Designs By Diva - kit no longer available 
Fonts of Choice - I am using '0 Whoa DNA' and 'Bank Gothic'

Filter used - Xero-sparkles

Let's begin

Open a new canvas 600 x 550 you can resize later-flood fill white

Copy and paste your tube-drop shadow 1, 1, 30, 3.00

Preset shape-rectangle-stoke color from your tube-fill null-width 5.00
Draw out a rectangle-convert to raster-place it so your tube is lying on it-duplicate-flip
Move this rectangle just above your tube

Close off the white background and your tube layer-merge visible the rectangles

Using your magic wand-click inside both rectangles-selections-modify-expand by 2
Choose a paper from the 'Purrfect Scrap Kit' copy and paste onto your canvas
Once happy-selections-invert-delete-select none-move this layer below your rectangles

Merge visible the paper and rectangles-drop shadow 1, 1, 30, 3.00

Grab the preset shape again-rectangle-stoke as above-fill black-width 5.00
Draw out a thin rectangle-convert to raster-place at the top of your tag
Duplicate-place this at the bottom-add drop shadow as above to both rectangles

Add the filter-xero-sparkles-to the thin rectangles-default setting

Choose an eyelet from the kit-colorize-resize-sharpen-place left of your first large rectangle
Using the magic wand-click inside the eyelet-modify-expand by 4-click onto the rectangle-delete

Repeat the above so you end up with four eyelets on your rectangles

Copy and paste your chain of choice-duplicate-see tag above for placement

Using a font of choice-I used bank gothic-type out your chosen words or mine 'Here Kitty Kitty'
Move this to the top of your tag-drop shadow 1, 1, 30, 3.00

Add your name-place where desired

Copy and paste the transparent paw print from the scrap kit-resize-place on your name

Crop and resize-now add your copyright info

Now to animate:

Edit-copy merged-paste into AS
Duplicate for a total of 10 frames-edit-select all

Open the animation supplied-I replaced the white with red to match my tag
But this is entirely upto you-I also cropped it to fit into the thin rectangles

Edit-select all-edit-copy-back to your tag-paste into selected frame
Place this in the top thin rectangle

Back on the animation
Animation-rotate right 180-click ok
Edit-copy-back to your tag-edit-paste into selected frame
Place this in the bottom thin rectangle
