This tutorial was written for those that have a working knowledge of PSP
 
Supplies Needed:

PSP 9 (any version will work)
Tube of choice
I used artwork by Tom Hoover
If you would like to use his artwork please visit CDO
Scrap kit by Teresa - Tickled Pink - which you can purchase from Berry Bliss Scraps - store no longer active any kit will do 
Font of choice - I am using 'Inspiration Rob'<br>
Tag template #43 which you can download from my blog here
Filter Used - Eye Candy 4000 - Gradient Glow

Let's begin

Open my template-hold down Shift and D to duplicate the template-close the original
Image-canvas size-change the width and height to 700 x 700

Select the large rectangle layer-selections-select all-float-defloat
Choose a paper from the kit-copy and paste onto the canvas
Selections-invert-hit delete-selections-select none

Repeat the above for the circle layers

Now select the small rectangle layer-choose a different paper from the kit
Copy and paste onto the canvas
Selections-invert-hit delete-selections-invert-modify-expand by 2.00
New raster layer-flood fill this with white-selections-select none
Move this layer below the small rectangle-add drop shadow 1, 1, 40, 4.00 black

Select the squares layer-selections-select all-float-defloat
Copy and paste your tube of choice onto your tag-arrange over the selected area
Selections-invert-hit delete-selections-invert-modify-expand by 2.00
New raster layer-flood fill this with white-selections-select none
Move this layer below your tube-add drop shadow 1, 1, 40, 4.00 black
On the tube layer-go to-adjust-hue and saturation-colorize-change the hut and sat to 0
Click ok
 
Add the doodle from the kit-resize-move this layer just above your white background
Arrange to the left of your tag-dupliate-mirror-arrange to the right of your tag
Selections-select all-float-defloat-Modify-expand by 2.00-new raster layer-flood fill this with white
Move this layer below the doodle layer-drop shadow 1, 1, 40, 4.00 black
Repeat the above for the doodle on the left of your tag

Add your tube of choice to your tag-resize if needed-arrange slighty to the right of the template
Drop shadow 1, 1, 40, 4.00 black

Add any other elements of choice from the kit

Using a font of choice-I am using 'Inspiration Rob'-add your name
Arrange at the bottom of your tag
Now to add the filter-eye candy 4000-gradient glow-change the glow width to 3.00
On the color tab-click on Fat then ok-add drop shadow to your name 1, 1, 40, 4.00 black

Crop and resize if needed

Now add proper copyright info then save as .png
