This tutorial was written for those 
that have a working knowledge of PSP.

Supplies Needed:

 
PSP 9 (any version will work)
Tube of choice
I used artwork by Keith Garvey
If you would like to use his artwork please visit his store here
Font of choice - I am using 'Trajan Po'<br>
Scrap kit of choice or the one I used by Nit Wit Collection - A Breath Of Fresh Air 
Cloud by Rainbow Coffi - you can get them from PSP-Playground
Filters used - VM Natural - Sparkle and Xero - Radiance

Lets begin

New canvas 600 x 600 flood fill white

Copy and paste your tube of choice onto the canvas
Resize the tube by 90%

Open up the cloud tube-resize-copy and paste on your canvas
Duplicate a few times then arrange at the bottom of your tube

I add the filter VM Natural - Sparkle to the clouds you can play about with the settings
Or use the settings below 

Open up the frame element from the lil bits kit-resize-copy and paste onto your tag

Click inside each of the frames using the magic wand-selections-modify-expand by 4

Duplicate your tube layer-arrange over the selected area-selections-invert-delete-select none

Move the tube layer below the frame 

 
Add the filter Xero - radiance to this tube layer 

Merge visible the element frame and radiance tube
Add the sparkle filter repeating the above settings

Open up the circle frame from the kit-resize-copy and paste onto your tag
Move this layer above your white background

Click inside the circle using the magic wand-selections-modify-expand by 2
Choose a paper from the kit-resize-copy and paste onto your tag-arrange over the selected area
Selections-invert-delete-select none
Move the paper layer below the circle frame 

 Add dropshadow of choice to your tube 

 Also add any other elements from the kit

This is optional but I added the words 'Day Dreamer' to the bottom of the tag

Using a font of choice add your name-dropshadow 1, 1, 30, 3.00, black

Add proper copyright info-crop and resize if needed

Save your tag as .png
