This tutorial was written for those who have a working knowledge of PSP
For my tutorials I use PSP

Supplies needed

Tube of choice
I am using artwork by Elias Chatzoudis. This is my forums exclusive commission that we got last year
Unfortunately it is not available for sale at PTE
Texture of choice - because I made this one last year I cannot remember where I got the texture I used from
Sparkles of choice
Fonts of choice - I am using Asuka Caps SSK and Bank Gothic
Animation by me which you can find on my tag template blog here
You want the Raydotsblast animation

Filters
VanDerLee-Unplugged X-pattern offset

Let's get started

New Canvas 660 x 230 - copy and paste your texture of choice onto your canvas
Colorize it to match your tube of choice

Copy and paste your tube of choice onto your canvas
Duplicate this a few times then arrange it so your canvas is covered with tube
Close off your texture layer-then merge visible the tube layers
Duplicate the merge tube layer
Change the blend mode on both the tube layers to screen
Select the duplicated tube layer
Effects-plugins-VanDerLee-unplugged X-pattern offset-change the offset to 30-hit ok

Preset shape-rectangle-foreground off-background set to white
Draw out a thin rectangle the length of your canvas (this will be to place your wording on)
Lower the opacity to around 68 and blend mode to soft light
Arrange this near the bottom of your canvas
 Using a font of choice-I am using Asuka Caps SSK-add any word of choice
I added the words of my forum Creative Misfits
Arrange this over the thin rectangle we just did
Add drop shadow of choice

Using the pen tool-line style dot-size 3
Draw out a couple of lines then arrange as above

Open your sparkles of choice-copy and paste onto your canvas
Arrange them where desired

Copy and paste your tube of choice-arrange this in the middle of your canvas
Duplicate-adjust-blur-gaussian blur-radius 3.00
Change the blend mode to soft light-duplicate this layer-change the blend mode to screen
Lower the opacity of this layer to around 52
Add a drop shadow of 1, 1, 20, 2.00 black to the original tube layer

Once happy with how your banner looks-grab the selection tool-rounded rectangle
Draw out a selection around the canvas
Selections-invert-now select each layer and hit delete
Once done-selections-select none
Your banner should now have the rounded edge

Select the texture layer-should be the very last layer
Selections-select all-float-defloat
Selections-modify-select selection borders-use the following settings


New layer-flood fill with a colour from your tube
Selections-select none-move this layer to the very top
Adjust-add/remove noise-add noise-use the following settings


Select the texture layer again-selections-select all-float-defloat
Selections-modify-select selections borders-change the border width to 6.00
New raster layer-flood fill with black
Selections-select none-move this layer just below the last border we did

Using a font of choice-I am using Bank Gothic
Add your name and arrange it in the center of your banner

Add the correct cr info 

Now we can animate it

Edit-copy merged-open up AS-paste as new animation
Duplicate your banner until you have 13 frames
Edit-select all-open up my animation supplied
Edit-select all-you may colorize this animation to match your banner
Resize the animation a few times just so it will fit on your banner
On the animation frames-edit-copy-on the banner frames-edit-paste-into selected frame
Arrange the animation to the left of your tube-repeat then arrange to the right of your tube
Once happy test your animated banner-if all looks ok then save it as .gif

Now time for the avatar

Back to PSP-new canvas 125 x 175-edit and copy merged your banner
Paste this onto your avatar canvas
Arrange and place where desired
Now we are going to add the borders-see the above tut for adding the borders as its exactly the same
Add any wording of choice to your avatar
Using a font of choice-add your name and any cr info

Now to animate

Edit-copy merged-over to AS-paste as new animation
Duplicate until your have 4 frames-edit-select all
Open up the star animation supplied-edit-select all
Edit-copy-back the the avatar-edit-paste-into selected frame
Arrange where desired-test your avatar
You can now save it as .gif
