This tutorial was written for those that have a working knowledge of PSP

 
Supplies Needed:

 
PSP 9 (any version will work)
Tube of choice
I used artwork by Andy Screen
I purchased this tube when he was at MPT - as far as I know I don't think he is selling his artwork anywhere!
Font of choice - I am using 'Bank Gothic'
Stop sign by me
Animation

Filters used - 'Xero - Sparkles' and 'VM Extravaganza - Transmission'

Supplies here

 
Open and minimize the supplies all except the road animation

New canvas 600 x 600 flood fill white

Preset shape-rectangle-stoke #aa7e63-fill black-width 4.00
Draw out a rectangle-about the size of my middle one above-should be this size to fit the road animation
Convert to raster-drop shadow of choice

Using your magic wand-click inside the rectangle
Now we want to add the filter Xero - Sparkles-default settings-click ok

Preset shape-same settings as above-Draw out a smaller thin rectangle
Click inside using the magic wand-copy and paste your tube of choice
Arrange in the selected area-once happy-selections-invert-delete
Next go to-effects-blinds using the following settings-colour #aa7e63

Merge visible the rectangle and tube layer-drop shadow of choice
Duplicate this layer-mirror-arrange to the right of your tag-see above

Copy and paste the Stop sign-place where desired

Preset shape again-rectangle-stoke null-fill #aa7e63-draw a rectangle the same size as your middle one
Convert to raster-move this layer below your main rectangle-also make sure its right underneath the rectangle

On the rectangle you just drew out-adjust-blur-gaussian blur 20.00
Now add the VM Extravaganza - transmission filter-default settings

Add any words of choice-I chose 'Stop In The Name Of The Law'
Place where desired-drop shadow of choice

Copy and paste your tube of choice-add drop shadow-arrange to the left of your tag

Add your name and copyright info

Crop if needed

Let's animate:

Close off your tube layer for now

Edit-copy merged-paste into AS as new animation
Duplicate for a total of 4 frames
Edit-select all

Open the animation supplied
Edit-select all-edit-copy

 
Back on your tag
Edit-paste into selected frame

Place the animation in the middle rectangle

Once happy-return to Psp
Un X your tube-edit-copy
In AS-paste as new animation
Duplicate for a total of 4 frames
Edit-select all-edit-copy

Back to your tag
Edit-paste into selected frame
Place your tube where desired

Then save your tag as .gif
