This tutorial was written for those 
that have a working knowledge of PSP.

Supplies Needed:
PSP 9 (any version will work)
Tube of choice pref a close up
I used artwork by Keith Garvey

Scrap kit by Jessica - Dream Girl - which you can get from Tantrum Scraps
Wordart template by me - which you can download from my blog Divine Intentionz 
Font of choice - I am using 'Water Brush Rob'

Lets begin

New canvas 700 x 700 we can resize later-flood fill white

Selection tool-set on rectangle-in the middle of your canvas draw out a rectangle shape
About the size of mine above
Copy and paste your close up tube-arrange over the selected area-selections-invert-hit delete
Do not deselect yet-selections-modify-expand by 2.00-new raster layer-flood fill white
Select none-move this layer below your tube layer-merge visible these 2 layers
Add drop shadow 1, 1, 33, 3.00 black

Duplicate the close up tube layer-resize by 80%-arrange this to the right of your tag-rename right tube
Duplicate this layer-mirror-arranging to the left of your tag-rename left tube
Make sure both the smaller layers are below your main tube layer

On both the smaller tube layers-adjust-hue and saturation-colorize-change the hue and sat to 0

Duplicate the right tube layer-lower the opacity to around 40-move this slightly and right a little
Move this layer below the layer named right tube

Now duplicate the left tube layer and repeat the above

Selection tool-set on circle-draw out a circle
Choose a paper from Jessica's kit-copy and paste onto your tag-selections-invert-delete
Move this layer just above the white background
Still on this circle layer-selections-modify-expand by 2.00-new raster layer-flood fill white
Move this below the circle paper layer-select none-drop shadow 0, 0, 40, 4.00 black

Preset shape-ellipse-stoke null-fill colour of choice
Draw out a circle-convert to raster-adjust-blur-gaussian blur 20.00
Move this layer above your white background

Open up my wordart template-copy and paste each layer over onto your tag
Arrange as above-select the dream layer-selections-select all-float-defloat
Copy and paste a paper from the kit onto your tag-selections-invert-delete-do not deselect yet
Selections-modifty-expand by 2.00-new raster layer-flood fill white-move this layer below the paper dream word
Drop shadow 1, 1, 30, 3.00 black

Add any other elements from the kit

Using a font of choice add your name

Crop and resize if needed

Add proper copyright info then save as .png
