This tutorial was written for those 
that have a working knowledge of PSP.

Supplies Needed:

 
PSP 9 (any version will work)
Tube of choice
I used artwork by Elias Chatzoudis

Sign made by me
Bow of choice
Font of choice - I am using 'Century Gothic'

DSB Flux-bright noise

Supplies here

 
Let's begin

Open the supplies and minimize for now

New canvas 600 x 500 we can resize this later on-flood fill white

New raster layer-flood fill using a light color from your tube
Layers-new mask layer-from image-look for the star mask-click ok
Merge group-resize-drop shadow 1, 1, 30, 3.00 black

New raster layer-flood fill using a darker color from your tube
Add the same mask as above-resize just a little smaller than the one above
Same drop shadow

New raster layer-flood fill white-add the same mask again
Resize-smaller than the one above-same drop shadow

Click on the middle mask layer-we are going to add bright noise to this layer
Duplicate for a total of 3 layers-rename mask 1, mask 2, mask 3
On mask 1-DSB Flux-Bright Noise-Intensity 15
Mask 2 hit mix twice
Mask 3 hit mix three times
Close off mask 2 and 3 for now

Copy and paste your tube as new layer-place in the middle of your tag
Drop shadow of choice

Copy and paste the sign or you could make your own-place to the left of your tube
Duplicate-move to the right-see tag above

Using any bows of choice-colorize to match your tag-resize-place on the signs

Add a new raster layer above the white background layer
Flood fill with a color from your tube-layers-new image-look for the becky mask-click ok
Merge group-resize if needed-change the opacity to around 16

Using a font of choice-add your name and place where desired
Drop shadow of choice

Crop and resize if needed

Now to add proper copyright info

Let's animate your tag:

Edit-copy merged
In AS paste as new animation
Back to Psp-close off mask 1
Open mask 2-edit-copy merged
In AS-paste after current frame
Back to Psp-close off mask 2
Open mask 3-edit-copy merged

Back to AS again-paste after current frame

 
All that's left is to check your animated tag and save as .gif
