This tutorial was written for those 
that have a working knowledge of PSP.

Supplies Needed:

 
PSP 9 (any version will work)
Tube of choice
I used artwork by Elias Chatzoudis If you would like to use his artwork please visit his store here
Scrap Kit which you can purchase from Scrapadelic - Spoonful of Sugar
Or you could use scrap kit of choice
Font of Choice - I am using Love Letters and Bank Gothic

Let's Begin

New canvas 600 x 600 Flood fill white

Copy and paste your tube and place in the middle of your canvas-drop shadow 1, 1, 30, 3.00

Preset shape-rectangle-stoke #88bfd3-fill null-width 8.00
Draw out a rectangle around your tube
Once happy-convert to raster-using the magic wand click inside the rectangle
Selections-modify-expand 2

Choose a paper from the scrap kit-resize and colorize-adjust-hue and saturation
Colorize-hue:248-saturation:171-click ok

Copy and paste onto your canvas-selections-invert-delete-select none
Move this layer under your rectangle frame
Add drop shadow to the rectangle 2, 2, 20, 2.00

Using the preset shape again-rectangle-stoke #eda4b0-fill null-width 2.00-line style-dash dot dot
Draw out another rectangle bigger than your last-convert to raster

Draw out a small circle-bottom right corner-stoke any color as we will be deleting this-fill null
Do not convert yet as we are going to add some words around it

New layer-using a font of choice-stoke null-fill #eda4b0-with your font tool selected<br>go over to the circle-click when you see a curve on the tool

Type out your words I chose 'Best Friends Forever' 

Convert to raster-gradient glow-glow width 1.00-color white
Drop shadow 1, 1, 20, 2.00-now delete the circle layer

Copy and paste the bow from the kit-resize-sharpen-place to the left of your tag
Duplicate twice and arrange like mine above

Choose a button from the kit-resize-sharpen-place inside your circle words

Add a felt flower to the top left corner-resize-sharpen-once happy
Duplicate the button and add to the flower

Duplicate one of the bows-resize-place on the button

Copy and paste 2 felt tags from the kit-resize-colorize then sharpen
Place where desired-add a bow to these

Add any words of choice to the tags

Add your name-place at the bottom of your tag-drop shadow 1, 1, 30, 3.00

Crop and resize then add proper copyright info
